I was born in Reno, Nevada in 1955, and was raised in the Truckee Meadows until I went to college in 1973. I am an outdoorsman and have enjoyed growing up in the open spaces of Nevada. 

As I grew, and the Truckee Meadows grew, I saw many changes in this valley. Many farmers’ fields were replaced by homes, businesses and roadways. More people and businesses moved in; and areas that were once farmland became housing subdivisions and commercial real estate areas. I always wanted to get into the planning process and be a part of preserving our local heritage while planning for the exciting improvements that a growing, thriving economy can provide. 

I attended Willamette University on an academic scholarship as they provided a specialized curriculum and major entitled “Program in Urban and Regional Government.” I graduated with a Bachelor of Science degree with a dual major of the aforementioned major and Political Science in 1980. 

Professional Background and Work Experience: 

After college, I worked as a public sector urban planner for the City of Reno and then a private sector urban planner for Churn, Fittinghoff and Associates (now CFA, Inc.). For the next 20 years, I was the general manager for the Caughlin Ranch Homeowners Association. I was responsible for the preparation and day-to-day management of a $2 million budget and have worked in all facets of the implementation of the Caughlin Ranch Master Plan. 

Government Background: 

I have actively participated in the planning process of the City of Reno from 1986 -1988. As a planner for CFA (1988-1990), I attended the Neighborhood Advisory Board meetings for the City of Reno and Citizen’s Advisory Board meetings for nearly all the neighborhoods in Washoe County. As the general manager of Caughlin Ranch Homeowners Association (1990-2010), I represented them at public hearings and meetings of the City of Reno City Council, City of Reno Planning Commission, Washoe County Board of County Commissioners, Washoe County Planning Commission, Nevada Public Utility Commission and the Truckee Meadows Water Authority. I have actively participated in each session of the Nevada Legislature since 1995 and have testified at public hearings of the committees of the Senate and Assembly. I have also served as a member of the Truckee Meadows Water Authority Rate Making Review Committee.
